Participatory process for organizational transformation | General Directorate of Health

CHALLENGE:
Design a new participatory process for the preparation of the 2020-2022 Strategic Plan, based on the LabX methodology and using participatory methods with internal collaborators and external partners of the Directorate-General for Health (DGS). To remove
lessons from this project and develop a step-by-step application manual for the Participatory Process for Organizational Transformation.

BENEFICIARIES:
This project mainly benefits DGS and other public entities that want to implement changes in their own organization.

APPROACH:
In the Investigate phase, we sought to understand the current situation, by conducting two collaborative sessions with employees and partners. Specific inquiries were also applied to all internal employees and external partners, based on the main themes and concerns identified during the two sessions mentioned. In the end, the results were presented to the board. In the second phase, COVID-19 emerged and the methodology for this step had to be rethought. There was also a face-to-face collaborative session with DGS leaders to identify priority thematic areas in the health area. Then, an online platform was used through which each stakeholder was not only able to evaluate the implementation of the Strategic Plan 2017-2019, but also to define and characterize the strategic initiatives for Plan 2020-2022. All contributions were subsequently analyzed using an effort vs. effort matrix. health gains by the internal project team of DGS and LabX. In the last phase, the first version of the Strategic Plan 2020-2022 was shared with around 35 internal employees and 99 contributions relevant to the improvement and finalization of the final plan were analyzed.

MAIN RESULTS:

  • The Investigate phase was attended by 27 internal DGS employees, with 15 external partners from 13 public entities belonging to the public health system and 203 responses to the research questionnaire;
  • The Cocreation phase generated 36 proposals for strategic initiatives and their respective characterization by DGS internal employees;
  • The Experimentation phase shared the draft of the new Strategic Plan with 35 internal employees to contribute with suggestions for improvement, obtaining 99 suggestions.
