The Expenditure Roadmap intended to map the procedure to which public entities are required to make an acquisition, signaling pain points and identifying opportunities for improvement in the processes.

APPROACH
In the first phase, the Roteiro da Expenditure project aimed to carry out a survey on the expenditure path within the State (work carried out by a group of specialists from the public administration). With the implementation of the pilot project Electronic Invoice in Public Administration, focused on dematerializing and simplifying processes within the scope of invoice processing in public procurement, the opportunity was created to measure the impact of this initiative as an exemplary case of gains from simplification measures. To this end, it was possible to test a methodology for evaluating legislative measures (“How Much Does It Cost?”), Which also contributed to the objective of demonstrating the gains of adopting an evaluation culture in Public Administration. The impact measurement was based on a cost analysis of the processes associated with the traditional solution and on comparison with the processes resulting from the implementation of the electronic invoice, identifying the gains obtained and recommending an evaluative approach to the terrain.
MAIN RESULTS
- Creation of a proposal for the simplification of six areas mapped and identified in the Expenditure Roadmap;
- The impact assessment of the implementation of the Electronic invoice in Public Administration concluded that, for example, with the full adoption, the time saved in money, considering the average salaries per category of employee in public functions, will result in an annual savings of 101,027. € 015 only with the elimination of the tasks of receiving and processing physical invoices.
- It is considered that the average cost of processing invoices (considering time spent and consumables) will go from € 15.43 for a paper invoice to € 7.40 for an electronic invoice. In addition, it will be equivalent to avoid cutting more than 1400 trees / year, the same ones that would be used for the production of saved consumables.
